No. Swyper reads your library on your iPhone and all processing stays on-device. There's no account to create and nothing is sent to a server.
It's added to the cleanup bin, nothing more. Photos are only deleted when you open the bin and confirm. Until then you can tap any photo to keep it.
Yes. Swyper deletes through the iOS Photos library, so deleted items go to the Recently Deleted album in the Photos app, where iOS keeps them for up to 30 days.
